This suppresses the empty lines in between Testsuite: messages of <junit> for 
example, and in other cases as well. The purpose of NoBannerLogger is to not 
display the target name of targets not having any output, not to assume empty 
or spaces-only messages to be equivalent to no messages. Patch against 
ANT_15_BRANCH forth coming.
