This tracks all tasks for the 0.12 release.

The list of work items:
-prepare binary artifacts and make the source tar ball available for testing (before vote)
-officially upload artifacts to Apache repo (after vote passed)
-update and release documents, following docs/README.md, specifically "Release-new-version Website Checklist" section.
-After this is done, we can officially update Samza BLOG with the new release.
