test(persistence): pin the stored ACL rule entity

RmqAclRule is the persisted form of an access rule. It had no test. This pins: the entity maps to the rmq_acl_rule table, and every column round-trips - with actions stored as one column rather than the view's list.

- New tests on unmodified code: **2/2 green**, checkstyle clean.
- Regression only (MyBatis-Plus entity carrier).
Restored: green.
