Tomcat 4.1.9: LifeCycleListener defined in does not get notified (BUG?)

Hello

I noticed that in Tomcat 4.1.9 my LifeCycleListener defined on context level does not get notified. The same code worked fine in TC 4.0.4 and it also works if I move listener definition to server level.
