As [discussed in the dev mail list|https://lists.apache.org/thread.html/13c7d789db991ca26a23c4851fd0478b324ebf79430051da2abcffd2@%3Cdev.ratis.apache.org%3E], we have decided to roll our first Alpha release.  The JIRA is to track the tasks required to roll the release.
