Changed information for PR general/466

Synopsis: after Broken pipe, server gets into a hard loop

User reports that the unixware docs didn't help, and

I had this problem in 1.1 UnixWare when I still used it, and I seem to
remember using USE_FCNTL_SERIALIZE_ACCEPT cured it. Also perhaps the
listen queue is getting flooded, might be a good idea to move that up.
