[PATCH] last set of functionTests i18nTest

Hi,

Attached is a .diff result for adding the last set of tests from IBM 
Cloudscape for Derby.

Hi Myrna,

I have committed this patch, but I excluded two of the tests,
LocalizedConnectionAttribute.sql and LocalizedDisplay.sql, from
i18nTest.runall because I could not get them to pass on Mac OS X or
Linux. All of the special characters for the other languages in those
tests were written to the output file in a different encoding than
what was in the master file. We should investigate alternative methods
for capturing localized ij output and then reenable these tests.
