[CANCEL][VOTE] Release Apache DataSketches-cpp (incubating) 1.0.0 [RC1]

We have several negative votes with the following things to improve:
- better building instructions
- exclude Python by default to avoid dealing with dependency unnecessarily
- a few files (cmake files) do not have license
- some naming convention issue (to be clarified)
