[jira] [Created] (MARTIFACT-9) Improve README for mailing lists and submitting issues

Dave Wichers created MARTIFACT-9:
------------------------------------

Summary: Improve README for mailing lists and submitting issues
                 Key: MARTIFACT-9
                 URL: https://issues.apache.org/jira/browse/MARTIFACT-9
             Project: Maven Artifact Plugin
          Issue Type: Improvement
            Reporter: Dave Wichers

The README says: "The [developer mailing list|https://maven.apache.org/mailing-lists.html] is the main channel of communication for contributors." But this just points to a generic Apache page. Can this be made more specific to point to the mailing list for this specific project? Or if they are supposed to use a general mailing list, explicitly state which one?

Similarly, the README talks about JIRA tickets for this project but doesn't point out where they can be submitted. Can you add info on how to find the issues.apache.org project for this project?
