Make your Github account has write right for new ShardingSphere repo.

Hi, all initial committers.


I think the initial committers are going to join this channel. 
For every new you,  after Apache has informed you that, your Apache ID has been creator. Please do
1. Setup your ID[1]. At least, fill `Forwarding email address` and `Your GitHub Username` to make you join Apache org in GitHub(Cool thing, I think everyone wants).
2. Ask people already joined to add you into Roster[2] as PPMC. For initial committers, no vote required.
3. Set Github Account linking in this website[3]
4. Set your mail, which should subscribe dev and private mail lists, and also make your mail `sender` shows your name in English and Chinese, like mine. At least should have English name.


Liang Zhang has submitted the JIRA ticket for repositories transform to the INFRA. After transform, you need following these two steps to make sure you could still review/merge PR or do commits to Official Apache repository.
