Added site at http://hadoop.apache.org/hbase/ (Apparently there is a lag before stuff appears out on public site).   Has basic stuff.  Needs loads of fixup.  Doc. is 'current' doc.  Will need to freeze it at 0.1 and backport before we make the 0.1.0 release.  Leaving this issue open a while.
