If you call the bootstrap API with a set of machines and before that bootstrap finished you call it again with another set of machines, the server returns an error response with the message "BootStrap action in Progress: Cannot Run more than one bootstrap action at the same time.
This is the only API which behaves this way, which makes it tough to use Ambari in PaaS environments (think OpenStack's Savanna, for example).
