[VOTE] Release Apache Daffodil (incubating) 2.5.0-rc1

Hi all,

I'd like to call a vote to release Apache Daffodil (incubating)
2.5.0-rc1.

All distribution packages, including signatures, digests, etc. can be
found at:

https://dist.apache.org/repos/dist/dev/incubator/daffodil/2.5.0-rc1/

Staging artifacts can be found at:

https://repository.apache.org/content/repositories/orgapachedaffodil-1011/

This release has been signed with PGP key 36F3494B033AE661,
corresponding to slawrence@apache.org, which is included in the KEYS
file here:

https://www.apache.org/dist/incubator/daffodil/KEYS

The release candidate has been tagged in git with v2.5.0-rc1.

For reference, here is a list of all closed JIRAs tagged with 2.5.0:

https://s.apache.org/daffodil-issues-2.5.0

For a summary of the changes in this release, see:

https://daffodil.apache.org/releases/2.5.0/

Agreed. -1 from me as well. We definitely need an rc2.

Looks like while I was on vacation, a handful of bugs were created. Of
those that are still open:

DAFFODIL-2260: unparse array/optional with occursCountKind 'expression'
evaluating to 1 or more, doesn't unparse

DAFFODIL-2262: occursCountKind 'expression' should avoid separator
suppression, but does not.

DAFFODIL-2263: Abort "this is a bug" and stack-trace.

DAFFODIL-2264: Add more automation to the release candidate container


Of these, 2262 has an open pull request that looks straitforward, and
I'm just about to open a pull request for 2264. Is anyone working on
2260 or 2263, and any opinions of if they are blockers for 2.5.0.

Given the recent bugs that have been found and fixed, I think another release candidate is warranted.
