Please add a new, separate, default URIBL rule for jp.surbl.org, such as:
urirhssub URIBL_JP_SURBL multi.surbl.org. A 64
body URIBL_JP_SURBL eval:check_uridnsbl('URIBL_JP_SURBL')
describe URIBL_JP_SURBL Contains an URL listed in the JP SURBL blocklist
tflags URIBL_JP_SURBL net
The bit position for JP is 64. We ask for this because we want to remove the JP
data from WS. It needs to be scored separately since it would become a distinct
data source.

Yeah, it's in 25_uribl.cf. The checkin for it was:
