[PR] fix(transforms): bucket timestamp nanos at microsecond precision [iceberg-go]
fallintoplace opened a new pull request, #1529:

## Summary
- convert timestamp-nanosecond values to microseconds before bucket hashing
- use floor division so pre-epoch sub-microsecond values normalize correctly
- keep Apply, Transformer, and projection behavior aligned
## Why
The Iceberg spec requires timestamp-nanosecond bucketing to produce the same result as the equivalent microsecond timestamp. Hashing raw nanoseconds produced incompatible buckets and could also project predicates to the wrong partition.
This matches the current Java Iceberg implementation.
## Testing
- `go test -count=1 ./...`
- `go run github.com/golangci/golangci-lint/v2/cmd/golangci-lint@v2.8.0 run --timeout=10m`
- regression coverage for positive, sub-microsecond, and pre-epoch values
