   Sorry I missed this...I'm happy to add CMakeLists.txt to the R packages (although perhaps not one at the root ADBC directory) if it smooths any friction in @krlmlr contributing to the R packages. I personally use a different strategy for pointing VSCode at the appropriate R include directory that doesn't involve a checked-in file.
