Hi,

the Solr project has split off Lucene and the mailing list is now 
available at dev@solr.apache.org. Please also note that Since Solr 9.0 
the repository at Gthub also moved.

FYI, Lucene moved to Github-only development (without JIRA)), but Solr 
still uses JIRA: You can just create a PR on Solr's repository and refer 
to the JIRA issue number.
