[I] Fix the merge-queue ruleset to list explicit release branches instead of an unsupported wildcard [texera]

Yicong-Huang opened a new issue, #7120:
URL: https://github.com/apache/texera/issues/7120

   ### Task Summary

The `Merge Queue` ruleset in `.asf.yaml` (added in #7094) included `refs/heads/release/*`, but GitHub merge queue rules do not support wildcard ref patterns. asfyaml applies rulesets in order and aborts on the first API error, so this rejection silently blocked the whole batch: the merge queue never reached release branches, `Default Branch Protection`'s `rel/*` / exclude edits never applied, and the `Restrict Branch Creation` ruleset was never created — which is why arbitrary branches are still creatable.

Fix: list release branches explicitly (`refs/heads/release/v1.1`, `refs/heads/release/v1.2`) in the `Merge Queue` ruleset instead of the wildcard. The other rulesets keep their wildcards (`release/*`, `~ALL`) since only `merge_queue` rejects them. Removing the offending entry unblocks the entire reconcile, so the branch-creation restriction and DBP cleanup take effect too.

   ### Task Type

   - [x] DevOps / Deployment / CI
