[PR] feat(go/adbc): refactor slog messages to OTel spans/events [arrow-adbc]

birschick-bq opened a new pull request, #4648:

   **WORK-IN-PROGRESS**
   Presented as a draft pull request. The intentions is to break this into multiple manageable pull requests.
   
   This is the intended full change to refactor logging calls into tracing calls.
   - Improvements in naming conventions
   - Correct handing of span lifetimes - even for asynchronous calls
   - A number of tracing fixes - via GPT suggestions and improvements
