On the other hand, if it only takes 3m30s to run, why bother moving it? I know we're throttled on executors but seems like this one will free up its executor quickly.

IMO this isn't worth the trouble as long as we're using Travis, but whenever we add more R builds to ursabot, and we're already having to reimplement the build steps, it makes sense to do then.
