Metrics are sort of a public API so we should do this one way or the other. I have not yet thought through how best to do this, but it would be useful to have a unit test (or set of tests) that ensures that all metrics are accounted for wrt some golden set. E.g., we have removed metrics in the past without realizing it until much later.

We can do this after (or part of) KAFKA-1930.
