use-commit-times problems

When setting use-commit-times=true and doing a clean checkout, "svn 
status" does a complete file compare on all working copy files. Deleting 
the files locally and restoring them using "svn up" repairs this.

Seen with svn Version 1.1.3 (r12730) on Windows XP SP2
