AH00124 tells you that you have too many internal redirects (usually a loop in
a RewriteRule). Unless you use 'LogLevel debug', you have no idea about the
problem and it may be very difficult to reproduce in a test environment.
On a busy server, it's also difficult to correlate it with tha access log.
It would be very handy to add the URL in the error message.

In my opinion changing the default error message makes a lot of sense, as
especially in hosting environments it's hard to make clients believe that the
error message has nothing to do about server settings, but simply loops in
their .htaccess file.
