Resolving this required a change in Commons Validator first - which I have just 
done and an alpha build of Validator Version 1.1.4, which includes this change, 
is now available here for testing:

If Validator 1.1.4 becomes a "GA" quality release (which I hope it will soon) 
then we could move the Struts dependency on and fix this bug.

The patch I attached for review to Bug 21760 will also resolve this issue.
