   All I wrote here is of course a restriction/change to what is already documented in https://github.com/apache/cordova-coho/blob/master/docs/release-voting.md and https://github.com/apache/cordova-coho/blob/master/docs/tools-release-process.md (which needs to be extracted into its own file as well probably).
   
   We should definitely check with Apache guidelines and whoever decides there what is possible and what is not. We just made a judgement call right now, and I wanted to start the formalisation process of that because I couldn't find anything in Cordova land.
