While the Autoscaling framework provides the ability to determine initial replica placement according to policies and preferences, it does not automatically redistribute replicas if they have become imbalanced.

I plan to build a scheduled trigger which evaluates the cluster state and executes replica moves to improve distribution of replicas on nodes across the cluster. This might incorporate the Suggestions API and apply the provided suggestions (TBD).
