Tomcat 5.0.x is right now alpha status, and has a brand new Windows wrapper.
I can reproduce your problem on my XP Pro with the latest binary from
commons-daemon. The service is "correctly" started using the "RS" option, so I
don't know what is failing. Mladen, any ideas ?
