   ## What
   
   Adds the dedicated **Fields, parameters, and variables** comparison page requested in #3185, based on the 2023 community draft.
   
   ## Why
   
   The draft was useful but had already been pasted into the Variables page, where it overlapped the later Parameters and hierarchy sections and contradicted a few current rules. A single comparison page is easier to link to than repeating that material on every executor / Set-Get Variables page.
   
   ## What was kept
   
   - Fields vs parameters vs variables comparison
   - Downstream vs upstream, and that Get Parameters only looks one level up
   - Parameters as function arguments that become same-named variables
   - Declare the parameter on the receiving pipeline/workflow
   - Returning fields via Copy rows to result + executor Result rows
   - Runtime vs configuration variables
   - Inheritance gotcha: an empty child default can wipe a same-named environment/project variable
   
   ## What was dropped
   
   - Duplicate Parameters / Variables write-up already covered on the Variables reference
   - “Define a parameter only once on the Pipeline Executor”
   - The old explicit vs implicit explanation (out of date vs current activation)
   - Hierarchy list already documented as a table
   
   ## Also
   
   - Removed the 2023 dump from the top of `variables.adoc` and pointed that page at the new comparison
   - Linked from Concepts, Getting Started, best practices, Pipeline/Workflow executors and actions, Set Variables, and Get variables
   
   Closes #3185
