This bug is still true for 4.1.27 source tar.gz.
Have not checked if there is an updated file in the CVS tree.
The URLs are out of sync with reality, not sure if it was when released. Here

ant download is broken because of these changes.
A related Bugid is 18999 (WONTFIX ???)
commons-fileupload is still not mentioned in BUILDING.txt but is required.
Surely that is not a WONTFIX.
Also there are no instructions in BUILDING.txt on how to get jasper working. The
build.properties.sample has a default value that does not work out-of-the-box.
And there is no mention on where or how to download jakarta-tomcat-jasper.
18999 says that you should use the files in the included jasper directory.
Either the documentation should say that you must change jasper.home to that
value or (better) the .sample file should have a default that works.
suggested change to build.properties.sample:
-#jasper.home=../jakarta-tomcat-jasper/jasper2
+jasper.home=jasper
