When starting a plain vanilla solr-7.4.0 out-of-the-box on Windows using "solr.cmd" I get the following output:

c:\solr-7.4.0\bin>solr.cmd start -p 8983

Waiting up to 30 to see Solr running on port 8983

This INFO message cannot be suppressed even though I set all log levels to ERROR in log4j2.xml.
Is this a side effect of the patch [^SOLR-10783.patch] ?
