I mean, if ZK is down for a long time then it's better that Oozie also goes down.
In that case user/ops will get notified about downtime much before.
We can have a logic to bring down Oozie if ZK is down for "x" interval or after "y" reties.
I believe hbase also goes down if ZK goes down.
