In fact, the default page is in US-ASCII, a subset of ISO-8859-1, regardless
of what windows thinks.  But in any case, I can't imagine why this would stop
you from using Apache.

It sounds to me like you need some help which would be better provided in the
users mailing list, rather than the bug database.
