Xml string issue

Hi I'm generating a response XML and I do not want to send xmlns string in the root element (ex: 

<MM_RESPONSE xmlns="urn:rateack">

)

and also I want to add

<?xml version="1.0" ?> as the first row to String is there any method available to attache this string other than Appending has hardcoded to xml string
