Try this, there is an offline build for you to use (although the Offline mode
should still work)

http://logging.apache.org/log4j/docs/webstart/chainsaw/chainsaw-bundle.zip

When I create a Webstart distro, I also create this offline distro.

Let us know if this works for you by closing this issue, I'll mark it as fixed.
