[I] [Docs][C++] Clarify "Exporting Tracing Information" section in OTel docs [arrow]

   ### Describe the bug, including details regarding any error messages, version, and platform.
   
   The [docs](https://arrow.apache.org/docs/cpp/opentelemetry.html#exporting-tracing-information) mention:
   
   > By default, no tracing information is exported until a tracing backend has been specified. The choice of tracing backend is controlled with the ARROW_TRACING_BACKEND environment variable. 
   
   This may be read to imply not setting `ARROW_TRACING_BACKEND` would not cause Arrow to export traces at all.
   
   This is not the case, however, if an executable uses the OTel SDK to install a `TracerProvider`, then Arrow will also (properly) export traces by obtaining a tracer from that `TracerProvider`.
   
   I propose discouraging (in the docs) the use of `ARROW_TRACING_BACKEND` in general, as it mutates the global OTel SDK resources of an executable, which is something you typically want to avoid as a library.
