CVSRead function returns to top of data file on each loop through a thread 
group or a loop controller. This means that there is no way to use a test data 
set larger than the number of threads in your thread group.

I tried every combination of thread group looping, loop controllers, and 
positioning of the User Parameters control, and got the same result.
