In https://github.com/apache/lucene-solr/commit/4fedd7bd77219223cb09a660a3e2ce0e89c26eea#diff-21d4224105244d0fb50fe7e586a8495d on https://github.com/apache/lucene-solr/pull/300 for SOLR-11831 [~diegoceccarelli] proposes to add javadocs and uneven length parameter rejection for the {{SolrTestCaseJ4.params(String...)}} method.

This ticket proposes to do that plus to also add basic test coverage for the method, separately from the unrelated SOLR-11831 changes.
