Whimsy suggestion: member nominations

The membership nomination process currently involves posting at least
two copies of the nomination statement: one to members@ and the other
to SVN. Sometimes the SVN copy is forgotten.

It would be a lot easier if there was an app for it.

Possible workflow:

* nominator creates text regarding the nominee.
Some fields could be selected from LDAP to ensure that ASF id and name
are correctly spelt.
And existing members could be automatically excluded!

* text is committed to SVN
To reduce clashes, the file could be saved under the ASF id, rather
than added to a shared file

* a summary email is sent to members@
This could include a link to the committer ID in people.a.o; this
would show some evidence of current range of involvement


For seconds, the app would just update the file
I don't know how useful it is to have this information copied to the
members list.
However if the second adds further info, that should probably be
relayed to the list.

A few days before close of nominations, the app could send an e-mail
summary showing the current list of nominees, with a note of any who
have not yet had any seconds.
