I just committed a bunch of changes to trunk (revision 670064) and branches/2.1 (revision 670067) that split the plugin port let into three sub portlets. That makes things much less cluttered - at least visually. I did not split the portlets into separate modules as I'm not really sure that is necessary here. 

Since I'm not really sure if these changes fully address this bug I'll leave it open.
