Using jocl file under Tomcat

I have created a file called mytest.jocl, which I have placed in the 
WEB-INF/classes directory of my war file for deployment to a Tomcat 
4.1.30 server. When I attempt to get a connection 
(DriverManger.getConnection("jdbc:apache:commons:dbcp:/mytest"), I get 
an error indicating that the config file cannot be found. I also tried 
placing the jocl file in WEB-INF/lib and it still does not seem to find it.
