There is the possibility for DRLVM to determine default values for org.apache.harmony.vm.vmdir and org.apache.harmony.vm.bootstrap.library.path at runtime. This would eliminate the necessity of harmonyvm.properties and would allow pure invocation API to work correctly. At the moment each user of invocation API have to pass value of these properties to CreateJavaVM.

I would suggest keeping the file but commenting out its content.
Copying the file should be kept though.

Currently harmonyvm.properties contains definition of two properties:
org.apache.harmony.vm.vmdir
org.apache.harmony.vm.bootstrap.library.path
Default value for the fist one is constructed in fix for HARMONY-3283.
The second one seems to be out of use at all.
Proposed patch simply removes harmonyvm.properties file.
