Steps to replicate:
 # Set up the IDE as you like it when it is the primary window. (Screenshot 01)
 # Drag another window to primary. (Screenshot 02)
 # Drag IDE back to primary. (Screenshot 03)

Expected results:
 * Panels have not changed size.

Actual results:
 * Left and right panels resize themselves.
