This can be fixed by changing the URL in the pom.xml file as follows:
https://build.shibboleth.net/nexus/content/groups/public
I have had no problems after making the change.

> Issue Type: Bug
> Components: distribution
> Affects Versions: 1.6.2
> Reporter: Tom Seelbach
>
> rampart-project pom.xml
>
> http://repo1.maven.org/maven2/org/apache/rampart/rampart-project/1.6.2/rampart-project-1.6.2.pom
> depends on shibboleth.internet2.edu which has moved. When you run a mvn build with an empty maven repo for a project that depends on rampart, bogus pom.xml files are created. (pom files contain the redirect page html).
> Also broken in 1.5 release.
