Log:
Move the utf8_tests.py file to a legacy directory to stop it from
showing up as a skipped test.

This test has been disabled in 2005 (r853867 or originally r13793),
and fixing this test has been open since then as issue #2079
"utf8_tests.py should be made non-iso8859-1 specific"

* subversion/tests/cmdline/legacy
* subversion/tests/cmdline/legacy/utf8_tests.py
  New directory containing the utf8_tests.py file.
  
* cmdline/utf8_tests.py
  Removed file here, to make it invisible for the pattern in build.conf

Added:
    subversion/trunk/subversion/tests/cmdline/legacy/
    subversion/trunk/subversion/tests/cmdline/legacy/utf8_tests.py
      - copied unchanged from r1461614, subversion/trunk/subversion/tests/cmdline/utf8_tests.py
Removed:
