This has been corrected in the trunk during the consolidation efforts for the frontend.  The alterations to gracefully shutdown were added to the default SEDA stage implementation which now waits until the queue emptys and all worker threads have completed processing.

Description:
We need to have graceful disconnects from the clients so they can complete their current outstanding requests and recieve a notification of disconnect warning of the impending disconnect.  At this point we don't know how we're going to do that so we just do it abruptly today.  Let's do this right.
