[collections] Release plan and Final call for next release - 2.1

I am now officially volunteering as release manager for the new collections
release. Henri Yandell has offerred to assist with the deployment.

The release plan is below.
The release notes are available on the CVS.
Please consider [collections] in freeze for release at present.

Please advise the list of any essential changes required by Wednesday
midnight UTC.
A vote for release should thus occur on Friday-Sunday.
Release would then follow imminently.
(If issues arise this timetable will be extended, but I hope that won't
happen ;-)
