Initially, I thought there was a race but then I discovered that there is a single thread in the executor pool processing OFFERs.
If there is always a single thread processing addOffer(), how is there a race?

One scenario that can occur is that we hold two offers, but a rescind is issued for one of them before we can compact them using return delay.
1. Aurora gets offer_1 for host_a
2. Aurora gets offer_2 for host_a
3. Aurora gets a rescind for offer_1
