jspc in 1.5

ok, migrated changes over... a blind drag and drop didnt take and I had to
revert to the existing classloader stuff in the branch. Tested against
jasperc from 4.1; all is well, at least once you put servlet.jar in the
library dir.

now, time to do some Axis hackery as that also releases an RC tomorrow.
