   **Describe the bug**
   
   Related to https://github.com/apache/pulsar/issues/8000
   
   We have a PR https://github.com/apache/pulsar/pull/9446 before to fix some related issues, seems #9446 does not cover all cases, so it needs to investigate more details about this issue.
   
   ```
   org.apache.pulsar.client.api.PulsarClientException: java.util.concurrent.ExecutionException: java.lang.IllegalStateException: allTopicPartitionsNumber 180 not equals expected: 179 
   ```
   
   **Additional context**
   Pulsar client version 2.7.1
