Test cases on Parser Abstraction Layer and Readme files.

Hi,

Test cases for "Parser Abstraction Layer" for both Linux and Windows
platforms are done and readme files are created too.

I have attached the Readme files and they are also available in
cvs checkout in the following location

$AXISCPP_HOME/tests/parserAbsTest
